Microsoft announced overnight that it's planning a 38-gigawatt data center buildout to support AI workloads. To put that in perspective: that's more electricity capacity than Portugal uses in a year, and it represents one of the largest corporate infrastructure commitments in computing history.
The company brought 88 sites online in fiscal 2026 alone, including 31 in a single quarter, and has already started operating massive Fairwater campuses packed with hundreds of thousands of GPUs. Reaching 38 gigawatts means sustaining a pace of just over 1 gigawatt per quarter for the next six years. That's not a cloud expansion plan. That's a utility buildout.
What makes this particularly pointed is what Microsoft is already turning away. The company is declining work at 12 gigawatts today, which means the next six years of capacity will effectively decide which AI vendors get reliable training clusters and which get pushed to smaller regional clouds or face delayed product launches. If you're a startup counting on Azure for compute, this is both a demand signal and a warning.
The subtext here is harder to miss than the headline number: AI is no longer a software problem. It's an energy problem, a real estate problem, a supply chain problem. The bottleneck isn't model architecture anymore. It's how fast you can wire up substations and negotiate with utilities.
